GIZ Office in Albania seeks a part-time (50%) Junior advisor to start as of 15 February 2019 until 09/ 2019 to backstop the team of the Project: “Support to pre-screening process for EU accession negotiation of Albania”.
1. Short description of the project
The process of integration into the European Union is of fundamental importance to Albania and constitutes a significant part of Albania’s development strategy. On 27 June 2014, the European Council granted Albania the candidate status. In April 2018, the European Commission gave the recommendation to open the accession negotiations with Albania. The official opening of the ac- cession negotiations is expected in mid-2019. Since the screening process can only start formally after the opening of the accession negotiations, to take the process forward, deadlines have been set for the so-called “pre-screening” for the chapters of the Acquis from September 2018 till November 2019. For the Albanian public administration, the accession negotiations are a major challenge. Tens of thousands of pages of the EU acquis have to be transposed into national legislation, hundreds of officials must be involved in a coherent and harmonized communication process, and a number of strategies and action plans need to be drafted and implemented. The legal framework to set up the EU accession structures is being drafted. The existing inter- institutional working groups on the specific chapters of the Acquis are not sufficiently prepared for the upcoming negotiation process. In addition, Ministry for Europe and Foreign Affairs (MEFA) which will be the central coordination and support structure for the EU accession negotiation process, and the working groups needs technical support to set standards and provide the guidance required to successfully negotiate within the 35 EU acquis chapters. Therefore, the Project aims to support the necessary preparations for the pre-screening process methodologically and procedurally. To achieve this goal, trainings will be conducted on preparation for the screening process (i.e., Explanatory and Bilateral Screening) as well as negotiation standards and guidance will be developed. Last, but not least, support will be provided to increase the visibility of the process is increased.

2. Responsibilities
The junior advisor will be responsible mainly for:
- The implementation of the activities to increase the visibility of the process
- Support to project events, and seminars;
- Management and implementation of information, collecting, processing and managing relevant data and their accurate documentation (DMS);
- Management and implementation of Impact Monitoring & Evaluation (M&E) system of the project according to the GIZ impact monitoring model;
3. Tasks
Within the areas of his/her responsibility, the Junior Advisor performs the following tasks:
- Develops a strategy for the implementation of the project component (increase the visibility of the process), drafts an operational plan and coordinates the implementation of the activities;
- Carries out internet-based research, collects and file project relevant information and reference material;
- Assists in collecting, processing, managing and maintaining GIZ project relevant information;
- Prepares, and regularly maintains project related information on the GIZ intranet, Facebook page and any other social media channels used by the project
- Carries out workshop-related correspondence;
- Arranges adequate workshop facilities as per need, provide administrative and secretarial services to seminar/workshop participants and facilitator(s);
- Provides logistical services to Project financed workshops/seminars;
- Assists in follow-up activities on implemented seminars & workshops, and other capacity development measures
- Performs other duties and tasks at the request of management
Qualifications:
- University degree or equivalent in relevant areas of studies such as economy, law, social or political sciences.
- At least 3 years of experience in office/project management/communication related activities; experience with GIZ would be of an asset;
- Ability to support a multi-task, multi-discipline local and international project team;
- Excellent working knowledge of MS products, particularly Word, Excel and PowerPoint as well as social media platforms;
- Fluency in written and spoken English;
- Able to work in a team as well as independently;
- Excellent social and communications
Contract conditions:
- Part-time employment (50%)
- Assignment period: 8,5 months
- Project office in Tirana
